Modern (since over 30 years) sintered tantalum capacitors are "dust" dry. There is no shortening of life by dry out.
Older wounded canned tantalum capacitors are indeed "wet" inside.
I use NOS sintered tantalum capacitors, that i have in the box since 35 years with no issues.
